Stakeholders blamed for Tarbela-5 cofferdam collapse
An inquiry committee blamed the contractor, consultant, and employer (Wapda) for the cofferdam collapse at the Tarbela-5 hydropower project, citing unauthorized design changes. The incident caused a two-year delay, 285% cost escalation (from Rs82bn to Rs317bn), and economic unviability, with the project now targeting completion by June 2028.
