Special ed, civil rights to be shifted out of Trump’s shrinking Dept. of Education

The U.S. Department of Education announced plans to transfer oversight of special education programs and civil rights enforcement to other agencies, including the Department of Health and Human Services and the Department of Justice, as part of efforts to scale back federal education oversight.
