Hungary’s Veto on Ukraine Remains, Just Moved Down the Road

Hungary and Ukraine reached an agreement to restore linguistic, educational, and cultural rights for ethnic Hungarians in Zakarpattia. Hungary will conditionally support Ukraine’s EU negotiations once these measures are law, deferring its veto power while securing €16.4 billion in EU funds.
