Europe built sovereign clouds to escape US control. Then forgot about the processors

Europe is investing in sovereign cloud initiatives to reduce exposure to US legal reach, but most datacenters still rely on Intel or AMD processors, which have management engines operating below the operating system. The EU's IPCEI-CIS program and France's SecNumCloud framework aim to promote digital sovereignty. However, these frameworks do not assess the security of the processors themselves.
