Congress keeps kicking surveillance reform down the road

Congress has reauthorized Section 702 of the Foreign Intelligence Surveillance Act for 45 days to allow further negotiations on reforms. The House passed the extension with minor changes, excluding a warrant requirement but adding a provision to prohibit the Federal Reserve from issuing Central Bank Digital Currencies.
