Four Southern California residents were arraigned for allegedly staging collisions to target innocent motorists, resulting in fraudulent insurance claims totaling tens of thousands of dollars. The California Department of Insurance identified the defendants, including Jhoiner Rodriguez Celis and Melissa Cervantes De La Torre.
