Swalwell, #MeToo and the culture of silence in Congress

Congress needs to address the culture of impunity that allows sexual misconduct to go unreported and unpunished by banning non-disclosure agreements and creating an independent investigatory mechanism. This is in relation to the #MeToo movement and its impact on Congress. The goal is to prevent retaliation and discrimination.
