Rubio says War Powers Act ‘100 percent unconstitutional’

Secretary of State Marco Rubio stated that the War Powers Act is unconstitutional and the Trump administration is only partially complying with it to maintain good relations with Congress. Rubio argued that the act is 100 percent unconstitutional. The statement was made during a White House briefing.
